Major Weirdness

I've talked to a few networking-geek friends, and nobody has been able
to figure this out. Basically, it comes to down to this: I can't
ping, ftp, tracert, or telnet to port 21 of a particular IP address
from my Windows XP box. It's only this one particular IP address,
running an FTP server and an HTTP server, that is giving me a problem.

If I put the address in firefox on this XP box, it's connects to the
web page. I can traceroute and ftp to it from my linux box (behind
the same firewall as this XP box). I've disabled the software
firewall (Kerio PF) and still no luck.

Any idea what is happening? Something must be wrong with the Windows
XP box? Something to do with... networking! Just a guess.

Did you say you can ping 66.162.141.227 from the Linux box? If you did, I
didn't hear it clearly.
Also, the reader might not clearly understand that "this XP box" is one and
the same with the "Windows XP box," of which you are complaining.
Perhaps your "geek" friends cannot understand you, either.
So what else is "majorly weird"?
 
Yes, I can ping that address from the linux box.

"This XP box" and the "Windows XP box" are one in the same.
