MailTo: HTML link opens 20+ IE6

Whenever I open a link inside a web page or in an email that is an address,
instead of Outlook 2003 making a new email, 20+ instances if IE open up and
bog the machine down. It's only affecting one machine and it is all MailTo:
links.

Make sure you've got all IE updates applied and reset the web settings in
Control Panel-> Internet Options-> tab Programs
