Mails do not update

I have been noticing that I am not receiving mails from my Hotmail account
since the last 2 days. Everything seems to be OK except that the inbox
folder does not update.

I have Windows XP Pro. SP2, Office Outlook 2003

If you log into your Hotmail account with your web browser do you see new
messages that aren't reflected in Outlook?
 
I don't receive any error messages but when I press F9 or click on
send/receive, mails for this specific e mail account do not update. I have 3
hotmail accounts whereas 2 of them are updated regularly.
 
You have to enable the send/receive status window to appear in order to see
any errors.
 
Yes, I see that the same messages are not reflected in putlook.

More often than not, I find that if this happens to me, deleting the account
in Outlook, stopping and restarting Outlook, then readding the account will
improve the sync reliability.

From the e-mails that you see using the webmail interface to Hotmail, do an
Advanced Find in Outlook on something from the Subject header. Start from
the root of the message store tree in the folder tree pane and include
subfolders in the search. Do you find the e-mails in Outlook?

Do you have any rules that *permanently* delete received e-mails? If so,
might those rules have matched on those e-mails? If they have been
previously retrieved by Outlook then they won't be retrieved again, and if
you permanently deleted by (by rule, by using Shift+Del, or by deleting from
the Deleted Items folder) then you won't be able to see them.

You give NO information on how you access your Hotmail account via Outlook.
Are you using POP? Are you using HTTP/Deltasync via the Outlook Connector
add-on? If you are using POP, it can only see the maildrop (which is the
Inbox folder when using the webmail interface). POP has no concept of
folders. If the e-mail up on the server is in a folder other than the Inbox
folder, Outlook can't get at that e-mail when using POP.
