Mailing Labelsv Word 97 on XP Office

On other machines I've used, I've been able to Go TOOLS>ENVELOPES AND LABELS>NEW DOCUMENTS and a document would come up on the screen that was preset to three labels across and however many down, so I could type out as many different labels as I needed. When I try and do this on my MS office setup, I have nothing outlined and no labels preset. How can I make this do what my old MS office 95 could?
 
It still does this, so I must assume that you don't have table gridlines
displayed - check the option from the table menu.

I added gridlines, and I have four rows that have no columns. How do I correct the settings to have 3 columns of ten rows with a label size of 2 5/8" X 1"?
 
You must select the correct label type to begin with. On the Labels tab of
the Tools | Envelopes and Labels dialog, click the Options... button and
select the appropriate stock number for your labels. Then click the New
Document button.

That didn't work. I selected the mini address labels (1"x 2.63") and I still have four huge rows with no rows coming up.
 
Avery's mini-sheets have only one column of labels. For example, if you will
look at the details for the one you chose, 2160, you'll see that it
specifies 1 label across and 4 down.

You need to select the actual stock number of your labels. For example, if
you will select 5160 instead, you'll get labels with 3 across and 10 down.
