mail won't move from inbox to personel folders

when I try to move my e mails from my inbox to a presonel folder I get a
message

"can't move items. The item could not be moved, it was either already moved
or deleated , or access was denied."

Yet when I tried rebooting, the messages are still in the inbox and still
can't be moved. How do I reset this?
