mail with outlook express

How do I share outlook expresses inbox, outbox, and sent
folders so all three users can read the mail no matter
who downloads it from the server.

Make sure that the Data Store folder is the same for all users. You
can find the setting in OE > Tools > Options > Maintenance > Data
Store.
 
Just use one identity, the main identity. Then resetup all your email
accounts to use that one identity.
