Mail that ends up in spam folder

I keep getting e-mail messages that are from my president that do into my
spam folder instead ofmy inbox. I tried making a rule but the e-mail still
goes to spam. How do i fix this

Put your president's Email Address on the Safe Senders list, and that should
fix it.

Rules run *after* mail goes to junk mail.
