Not quite sure what you mean by that. The "Save My Settings" wizard will
save all your Office settings (Outlook Account details, rules, any templates
you have created etc etc) to a special file, (NOT the pst file) which you
can then use to either make a backup of those settings or to import into a
new instance of Office 2003 in order to make it exactly like the old. The
pst file comtaining all your Outlook data, (emails, calendar, tasks and
contacts) is completely separate from that and is transferred/backed up
separately.

In Outlook 2003 and later, it does include message rules. Outlook 2002 may also include message rules but I forget.
