Mail setup Icon

I have four computers on the network, when I click on outlook it takes me to
the accounts to use, and I can chose the one I want. Two of the workstations
have the “mail setup outlook icon†that you can right click on it and setup
accounts or remove. The other two computers don’t have the setup icon; I
looked for the mail setup icon and can’t find it. How can I recover the mail
setup icon on the other workstations so i can edit the profile??
 
it's in control panel, mail or in windows xp, on the start menu (right click
on the start menu icon and choose properties)
