What do you mean by attached format? If they are in Word or PDF format then
you need those programs to read them.

By attached I mean what I could read in my inbox. What was supposed to be
billing receipt for the month. I received as follows:

Please explain, so far its gibberish. What do you mean by unreadable format?
Is it encrypted? a spam email? or what?

Ihave posted the e-mail as I received on my screen. It is a receipt of the
invoice. As you can see its all gibberish it doesn't look like areceipt at
all.
all you are seeing is the header which is normally hidden, turn that off under
options

I have this problem, too. Apparently there is a glitch in Outlook on Vista
when you receive an email in HTML to undisclosed recipients, and is will not
"decode"(?). Only answers I have found are:

1. Microsoft is looking into it.
2. Get new email software (eg Mozilla Thunderbird).

My solution: have sender resend the email to me!

Do you mean you cannot open the attachment? Maybe the files are
corrupt. If so, you may try Advanced PDF Repair at http://www.datanumen.com/apdfr/
This tool is rather useful in salvaging damaged PDF documents.
