Is there any way when doing a mail merge in Outlook 2002 to not cc or bcc
every name in the folder on every email going out - have each email only have
the email address it is going to?

Yes I've tried it and it carbon copied all the names in the folder. I also
tried using a distribution list and it did the same thing.

Explain what steps you followed. Mail merge does not have any built-in
feature that would cc anybody.

Ok - in the mail merge wizard I check 'use outlook contacts', then 'choose
contacts folder', which I do. Then I get a box called "data link properties"
and I don't know what to do with this.

Go back to the way you originally started -- beginning the merge with the
Tools | Mail Merge command in Outlook. Once the Word document opens, add
merge fields and either use the wizard to complete it or use the toolbar
buttons, as described in the article I referred to earler.
