Mail in refills or store

Apart from Walgreens, is there anywhere you can take, or preferably
send, empty cartridges and have them refilled? I have a HP Deskjet
940c (cartridges 15 & 78). It seems like this would be a good small
business opportunity, but I can hardly find anything except DIY kits.
I'd be happy to pay someone else to do it and keep the ink in stock,
since I only run out once a year or so.

This is a market consideration, i.e. depends on where you live.
Big cities like New York can support specialist printer stores,
that might refill cartridges etc. but we do not know where you live.

There are sites all over the net where you can get refilled carts like
that. Refilling the 15 is really quite easy and it holds lots of ink.
The 78 is more troublesome, but very successful when the technique is
mastered. For you, just send for refills.
