How can I get or find a Windows Mail Icon so all I have to do is click on it
and it will open up so I can read and or reply to any messages in this
group.

Customize the IE toolbar. You'll find a mail icon you can add that will open
your default mail client.
 
I do not have a mail reader on my laptop where I am sending this message
from. I only have it on my Desktop with a few accounts.

Does that mean that I have to setup an email account on my laptop also, just
to read or send messages to newsgroups?

An email account is necessary (unless you read ONLY). You have to set up a
sending account to comment in newsgroups etc.
But it's a PITA to keep two machines synchronized when it comes to
read/unread messages in newssgroups (mail is no problem with IMAP),
especially when on is XP and the other one dualboots Vista/Win7
 
Make a shortcut to "c:\program files\windows mail\Winmail.exe" and add this
switch to the end of it:

/news

and it will open in newsreader mode.

No, that's not correct. You need neither an E-mail program nor an
E-mail account. In fact you can *not* access newsgroups or send
messages to them with an E-mail account. When you need is a news
server account.

But note that there are many programs that are *both* E-mail clients
and newsreaders, and the one that Paul asked about, Windows Mail, is
an example of such a dual-purpose program. The one that I use, Forte
Agent, is another example of such a dual-purpose program, but I use it
just as a newsreader.
