Mail Client not properly installed

I am currently using XP pro O/S and XP office (both have
all service packs). The Internet e-mail program I have
been using is outlook. Recently every time I attempt to
compose an e-mail from a web sit I receive the
message "could not perform the operation because the
default mail client is not installed". I have checked
and outlook is the email client selected in my internet
options under programs. Since the first time I received
this message I have first used express and then switched
back to outlook, same message next I used the Windows
Installer Clean up to remove the old installer then
reinstalled it from the CD, no change. I next checked
the registry. At this time here is the path
HKEY_CLASSES_ROOT/Mailto/Defaulticon/shell/open/command
then their is no information. I am under the impression
that I need a DWORD with a string at this point. Can
anyone assist me with this difficulty.

Here is the information I have under that registry key:

"C:\PROGRA~1\MICROS~2\OFFICE11\OUTLOOK.EXE" -c IPM.Note /m "%1"

I use Outlook 2003, so for Outlook XP you will have to use in the path
OFFICE10
