Macros available in all PPT documents

What do I name and where do I put a powerpoint "template" similar to
MS Word's NORMAL.DOT, serving as a place to put macros that will be

1) automatically loaded when PowerPoint is launched

2) available in all .ppt documents being edited

3) won't modify the powerpoint file being viewed.

I want to write some "navigation" macros and bind them to shortcut
keys.

Sounds like you want to create a PowerPoint add-in or PPA file (it is like
an application-level Macro).
