Macro Security Issue

I've written a small macro to automate the opening of a custom form in
Outlook 2002. The security setting is defaulted at HIGH. The macro still
runs in my account, and 2 other accounts I've copied it to with the HIGH
setting. However, a third person I copied the macro to, it will not run on.
I've tried changing the security setting for macros, but it keeps defaulting
back to HIGH. Does anyone have any idea of what I should look at to make it
run on this third account?
 
How do I check the group policy settings for outlook security in windows
2000 server? I'm in the group policies mmc, but I'm not sure where to look
to change it.
