Using Windows xp Home Edition ver. 5.1 (Build2600.xpsp_sp2_gdr.070227-2254

I am trying to resolve a problem with some third party software that
requires me to access the Security Tab in the folder C:\Documents and
Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys.
When I right click on the MachineKeys Folder there is supposed to be a
Security Tab. This is not there. How to I get it to show?
I have tried this on three other computers, two with xp Professional and one
other with xp Home Edition. One of the xp Pro shows the Security Tab but none
of the others do. I have made sure that in each case I am logged on as a user
with Administrative rights.
Part of the instructions from the third party software require you to access
Windows Home Edition in Safe Mode as Aministrator and select Folder Options
to show hidden files. I have done all this.
