Machine constantly beeping

First of all apologies for the lack of detail but this is via my son via his
school teacher. When the teacher turns on the computer the red and green
lights remain lit and there is a constant beeping sound and the machine
refuses to load up.

If these details are too sketchy, what should I ask my son to ask his
teacher?
