machine appears twice in "sites and services"

The server is showing as a DC in one site and as a member server in another site in "sites and services" on EVERY DC in the enterprise
As shown below. My server name is NWBDDC0

NWBDDC01 is physicaly in SiteThree's subnet. Was built in SiteThree. Contacted Sitetwo to get initial replication even though sitelink is connected to siteone. All FSMO roles are held by otherDC01 in Siteone.
 
Without looking further it looks like the someone create a entry for the
server in Site3. Since it does not have the ntds settings folder under it
you should be able to just delete it. Then select move and place the server
in Site3.
se repadmin / showreps to see if the server is replicating.
