MAC addresses: "Static" or "Dynamic"?

Does a MAC address change, or is it unique and "static" on each machine?

Reason for asking: I've created a rule on my firewall to allow certain
traffic, and I refer to the "remote host" by its MAC address. (I don't use
the IP address because that's dynamic.) I suppose that I could configure a
static IP address if I have to, but I'd like to know if I could use the MAC
address.

Actually, a MAC address can be changed in XP, but for all intents and
purposes it can be considered static, as you would have to manually
change it.
