Mac Acqua Theme for XP

I saw it this past week on a techie's PC, I did not get a chance to ask
where and how he got it (and how the corporate Gestapo did not have his head
for having it installed)
I must say that the Quartz/Acqua look of the Mac is just stunning.
Does anyone know where to get it ?
