Does LSASS has to use port 1099? Waht happens if we take port 1099 away from
LSASS and reserve it for another third party application?

i don’t know if it is used by LSASS.. do a netstat to see if it is
used by something. SysInternals has TCPview (GUI)
 
It could be.

1099 is in the 1024+ RPC range which means that any application that uses RPC on
the machine could use the port. If the port is gobbled up by another program
prior to some RPC request getting it then you can use it, otherwise no.
