low virtual memory. help me please

hi. i'm having a problem: my system will crash with a
brief message saying "low virtual memory" causing a
general "not responding" status among my programs.
the thing is, i can't reach the task manager. when i run
the task manager (by pressing ctrl+alt+del or right
clicking task bar...) it appears for two seconds and then
it closes (however i manage to see "CPU Usage=100%").
this happens all the time!
i know i have a few programs running on second plan, but
i can't reach them.
what can i do? help me please
