low-level problem sending fax on 2003 server using netcomm modem

Hi Everyone,
Here's a problem that's driving me nuts: We can't send faxes with our new fax modem.
Question is, Why? I can see where it's stopping, Windows is sending 2 blank lines and waiting for an OK, which it never gets.
same thing happens under Windows XP as well, I've already contacted the modem manufactuer who are looking into it.

Details:
Modem: Netcomm Roadster Series II AM5698: NetComm V.92 Modem V1.702SA1\
using supplied driver (.inf) file.
Server: Windows Server 2003 std

notes:
1. can receive faxes fine.
2. can dial-up to ISP's fine.
3. can accept dial-in (RRAS) calls fine.
4. adaptive answering etc works fine.

This doesn't look to be a Microsoft certified modem.

oh give me a break. if that's not a canned microsoft answer for ya - it
doesn't appear to be microsoft certified modem. that's not gonna fix the
problem either. i have looked through the microsoft hardware catalog and
don't see too many modems for server 2003 that are supported, especially
if you want an external one - so what are you supposed to do? - easier to
switch to a different server OS then to get any help from MS -- why don't
they start certifying some addtl modems - enough network cards already.
