Any recommendations for a cheapish video card, preferably passively
cooled? Will not be used for for games..

I recently bought a used nVidia MMX420 on ebay for about $15.

There's stuff like that all over ebay.
 
If you get a card off of eBay, you would probably be served to get one
that's passively cooled. Of the half a dozen cards I've bought that
weren't, 2/3 had their fans fail in the first week after installation.

Maybe it's just bad luck, but if you have a noisy fan you can probably
oil it up and get rid of it on eBay.
