Lost tools on explorer...

There seems to be a problem when explorer. I open it up
and find no tools at the top of the page... No refresh or
back buttons, no favorites, nothing even after I
restarted my computer. I did a complete system scan for
trojans and viruses and found nothing. Is this an issue
that someone else has come accross? Does anyone have
advise?
