Hi there, Rick,
I am having this same issue. I did a search and found the shell.dll exists
in \WINNT\system folder but there are other application extensions in the
\WINNT\system32 folders such as:netshell, wmpshell and smshell.
Forgive my ignorance but I had no clue what you were rererring to regarding
the start cmd, et cetera. When I tried to hit start-->run, in open I typed
'cmd' 'run path' or just 'path' and I get an error message.
If you or anyone can tell it to me in newbie terms, I would appreciate it.
Thank you.

So you've checked that shell.dll actually exists in the \windows\system32
folder?
Doesn't sound very difficult to do, simply a matter of drilling down to that
folder and looking. Or, start/search/files and verify that it's in the right
folder.
Start/run cmd
Run PATH
Right-click the header bar, copy/paste the contents into a reply.
Again, easy to do, it's nothing complicated.
Open a command prompt by entering "cmd" after clicking start-->run, then
click ok.
From the prompt, type PATH and hit <enter>
Right-click on the header bar of the command prompt, click edit/select all
Right-click on the header bar, click edit/copy
Open a reply, click in the message text area, hit ctrl+v to paste, or hit
edit/paste if using a newsreader.
Is that cryptic enough? There may be a bad statement in the system
environment settings.
