lost proggie

One time I had a freeware proggie that does more than Desktop Marker.
when it runs, it sits in the system tray and bring it up on any
applications-like word etc - by clicking on its icon in system tray.
When click , it opens a vertical slim menu bar, one can choose-sizes of
pen/color choices/square-elliptic-oval-round-shapes/text box with
choices of Fonts and its sizes,colors etc , mostly for teaching purposes
and after done i took a snap with Irfanview.Forgets even its name?
Any advice ?

Thank you Susan.It was a WinPointer - just like in this screenshot-

I make a mistake , it can save creation on its own.
Now I am happy with Wink you advised me.

Wellll ... it does include the source code and there is reference to "PC
Magazine's free utilities" in the readme but nothing specific that I've
found yet. I shall keep looking.
