lost personal settings upon startup

hi i have windows xp my pc turned of because my elec went when i turned it
back on all my settings had gone i couldnt see my desktop pic icons have gone
and when u go to pictures its blank i have done a search and have found the
pictures but would like it back to normal does any one no how please thank
