Lost Performance After Windows Install/Why?

I had to format and reinstall windows the other day.
Not one of my favorite things to do. After doing so, I lost points in 3DMark
2001 and all of my other benchmarks.. I used all the same drivers I was
using before, Still I am down 300 points in 3DMark.
Anyone out there have an idea why this would be?
I am open to any ideas..
My system
Asus P4C800 - Deluxe
P4 2.80c
1 Gig of Mushkin PC3500 Dual Channel
Radeon 9800Pro Cat 3.7
Audigy 2
Western Digital HDD 120Gig

I'd check out the ATI Catalyst package, as it has a mind of its
own. If ATI are still using the SmartGART tab in the control panel,
it "auto adjusts" the AGP settings. It would be a good idea to
visit that tab and crank the settings back up, if they have
been turned down or disabled by the software. Worth a shot at
least.

I was annoyed to find that SmartGART will not honor the AGP settings
in the BIOS. On my board, even if I set the AGP in the BIOS to 1X or
2X, SmartGART continued to run at 4X. This isn't very useful if
you are having stability problems. Maybe that has been fixed since
the version I downloaded.

Did you remember to disable/stop those services you dont need, I notice I
have to re-tweak all those
from default microsoft setting (on),
