Lost my “Administrator†properties

I have an “Administrator†problem. At windows XP-home start-up I have two
icons “Ray†and “Ownerâ€, neither one has the ability to uninstall software;
“Ray†does not have a “Control Panel†in the start menu but “Owner†does.
When I go to “User Accounts†in “Owner†is see “Ray as my “Computer
Administrator†and “Owner†shows “Limitedâ€. I do not know which one of my
kids was trying to be a PC pro or hacker, but I am dead in the water. I
reinstalled Windows XP but that did not work. Can you help me? Also I am not
able to go connect online.

Note: The default password for the built in (hidden) Windows Administrator
account is normally blank (none).

For XP Home users:
Boot the computer into Safe Mode
Do this by pressing the F8 key after the Power On Self Test is finished,
until the Start menu appears.
This will get you to the correct menu window.
Once in Safe Mode, you will see the normally hidden Administrator account
and any other accounts.
(Note: Accounts are displayed alphabetically).
Use the Up/down arrow keys to highlight the 'Administrator' account;
Remember as mentioned above: The default password is a blank (no password
required).

Once your in, then:
Click Start/Run/and type in: Control Userpasswords2 and then press OK
Select the account in question, Click on 'Properties, then 'Group
Membership'

It sounds so easy now that I have the info to get my PC running normal. I
