Lost link bar

I scrolled a link bar down out of the page frame in FrontPage 2003 for Windows and can't get it to come back. Can somebody tell me how to get the link bar back up into the page frame?
 
Post a URL of the page using the link bar and the link that is supposed to show
- so we can see what is wrong
