When upgrading from 98 to XP, I forgot that a folder that I had on my desktop
was not a shortcut but an actual folder. I have not been able to find the
files from this folder anywhere on my computer. I thought that I might
uninstall XP so that I might recover the folder, but XP does not show in the
add/remove programs sector of my control panel. The hard drive is in FAT 32
format. Any suggestions?

That folder is more than likely *gone*, as in overwritten with new stuff.
Uninstalling the OS is no means of recuperating a deleted folder, and
certainly not when that folder (plus contents) is likely to be overwritten
with something else.
Undelete programs will also not help, because... exactly there is nothing to
undelete anymore because it has been replaced by something else.
