Lost Backup utility

I can't find the "backup utility" program which should be
accessable from "system tools".
Can any one tell me where this is and how to restore it.

Make a new shortcut for the program ntbackup.exe in your \Windows\system32
folder, i.e., "c:\windows\system32\ntbackup.exe"
