Windows XP Pro SP2, 1Gig memory. A second user that was on my computer with
full admin rights, has now lost all permissions, desktop, abilities to open
and run programs (Error message states "You do not have permission to
access....).

I have tried Restore, to no avail! I can log onto the user's account, etc.
and access their email from my Logon, but that is about all! PLEASE HELP!

Have you tried changing the Account Type to Limited User and then change it
back again to Administrator? Logout/Login between changes?

What happened right before this problem occurred? Software or hardware
changes? Maybe the profile is corrupt. Create a new admin level user.
Does that work? If so copy the settings from the old user account to the
new? If that works delete the old.

Do you regularly backup the system? You might want to look into a backup
solution such as a disk imaging program like Acronis True Image, backing up
to an external USB hard rive.
