lost admin password and have cli error 5 on net user reset

sounds pretty easy WRONG i cant load any 3rd party soft. i cant cli to
net user i get error 5 access denied i cant fix my registry no
priveledges. i cant load xp again no admin privs. i have an admin
password for safe mode . {IT GETS BETTER] i have been at this for three
months .i must prevail. every fix out there wont work . so heres
some out of the box . I buy a new drive [master] then slave my existing
one . xp home sp2

I'm sorry but your post is 1) difficult to read and follow; 2) you
haven't given us enough information to get focused help. We don't know
the version of XP, whether this is a domain member computer (and if so,
what your role is), what the history of the machine is, what you've
tried, etc. Please look at these links to see what details you need to
