Lost ability to configure display

I now cannot make display settings for Windows XP Home on my Toshiba Laptop.
Cannot set background colors, Icon sizes, fonts and font sizes.
I don't know if something is corrupt or was deleted by me accidentally or by
some Trojan on purpose.
Otherwise computer runs fine.
Where can I look for help for this? Reload "something"

Not crucial or critical but I'd like to have the ability return.

If the computer is malware/virus free, try these fixes from MVP Kelly

Look under Wallpaper-Desktop-Disable Changing here:

If Display tabs are missing, run Kelly's registry edit on line 285,
right-hand side "Restore all display tabs".

I found it. I changed the binary value from (1) to (0) which allowed the
screen changes to be displayed.
Thanks for pointing me to the right place. Here's what I exported from the
registry after the change.
