Lost a domain controller

Hello,

We have a domain setup with three domain controllers.
One DC died and I am having a problems and I need help
with.
Software is Windows 2000 Advanced Server.

The DC that died had the following roles.
RIS and PDC.

I bought a new server and tried to promote it to a DC.
It will not allow me to promote it because of permissions
error.
I cannot transfer the roles with the operations manage
because the current operations manages is offline.

What can I do to switch the roles to a working domain
controller and promote the new server to a DC?

We have all users in AD and users can still log in and FTP.

Before you introduce new DC to your domain, first remove the old (non
existing) DC from AD. To do this follow

next use
http://support.microsoft.com/default.aspx?scid=kb;en-us;255504

to sieze FSMO master that was held by original server to another server.
After you have done this try to add a new DC to your domain. If you get
problems, then post the exact error you are having. Remember, that extensive
log of dcpromo process is generated in
%systemroot%\system32\debug\dcpromo.log
