Loss of Windows Installer functions

While attempting to diagnose a problem of not being able to get a
successful installation of iTunes 8.0 on my Dell C521 running Vista I
did the following.

At the suggestion of an iTunes forum member that I check for malware I
downloaded and ran Spybot. I also ran the online Kaspersky scanner.
Neither showed any problems.

Following a procedure suggested in the forum (http://support.apple.com/
kb/HT1926) I ran the Windows Installer Cleanup utility and removed
iTunes and Quicktime in their entirety. I had previously used this
utility with no problems.

When I tried to reinstall iTunes I got a message that Windows
Installer Service could not be accessed and that it was not installed
correctly.

I tried to download a new version of the installer but now I can’t get
online because my wireless adaptor is no longer detected.

I also get a message that the Windows Security Center Service is
turned off yet when I try to turn it on it says it can’t be started.
I also notice that my long list of installed updates now shows there
are no updates installed on this computer

I attempted to backtrack using Restore but it too is inaccessible with
the message “The Volumne Shadow Copy service used by System Restore
is not working”. At this point I can’t get online to download any
fixes or contact any help center.

So what was the inconvenient loss of iTunes has degraded to the
situation I have now. Any help will be appreciated.
I’m lucky I have my old laptop to have some semblance of operation.
 
- Have you rebooted?

- You could try to use " sfc /scannow " in an administrative console prompt
to repair Windows System files.

- Another solution would be to import a registry back-up, always back-up
your registry before doing risky things (with ERUNT for example), and you
computer once every one/wo weeks.

- Type: event viewer
- Press enter
- Expand Windows Logs in the list on the left
- Click system

Can you go through this list and reply back with a synopsis of the errors it
has recorded in the past few days, and the day that the system broke?

Are there any errors relating to DCOM?

Tom,
I did reboot, several times. Like so many other services I'm unable
to access the administrative console.

I'm unable to access the Event Viewer with the message "Event Log
service is unavailable"

Try running the sfc /scannow command from the Vista DVD Repair Environement
(Command Prompt)
Don't let it do any automatic (boot) repairs except the one initiated by
that command.

If you are really desperate you can do an upgrade install if that is
available, you won't lose much by that, it only takes some time to do that
and you will need to update and install drivers again.

I'm operating on the edge of my skills here so if you could be a litle
more specific how I go about starting these methods. When I put in
the Reinstallation DVD I don't find any clue as to how to start the
environment you speak of.

I want to thank all those who attempted to help me. I decided to bit the
bullet and reinstall Vista and start fresh. Fortunately I had backed up all
my data and most of the effort involved resetting a lot of little details and
preferences.
