What version of Outlook are you using?
What kind of attachments are they?
What mail client software are they using?
What's different about the recipients that don't get the attachments?
What kind of e-mail service are you using? Exchange server?
How many attachments? Does it matter if you send just a single, small,
attachment?
Do those who don't receive your attachments ever receive your attachments --
i.e. if you just sent the attachment only to them would they get it?
Have those recipients ever successfully received an attachment from you?
