loss of admin rights

it seems as though i've been hacked, i can log in under the administrator account but am unable to install anything, nor do i have the rights to access some things in the administrative tools...i've been locked out and don't have permission to access these peticular things.

when i try to install something i get a message saying to go to the control panel to install and configure system components.

i also notices that in my logs that my antivirus (which scans daily BTW) doesn't have permission to scan certain folders...

can anyone help get my permissions back?
 
In my opinion the best thing to do is to back up your data including your
user profile [delete temporary internet files first], document your
configuration such as tcp/ip, mail and newsgroup account configuration, and
then reformat and reinstall making sure you do not connect to the internet
until you have a firewall installed and virus scan your backed up data
before restoring it. Then you would need to apply service pack and all
critical updates doing no more than about five at a time.

Having said that, you could use the secedit command as described in the link
below to restore your defined security settings including file permissons
back to default to see if it helps. --- Steve
