Loss of ability to edit hyperlink in form field

What setting would prevent someone from editing a hyperlink in a form, but
still allow them to input text (full address path) into the text box?
Theedited text then functions as a hyperlink, but shows the full address
rather than text to display.
 
Perfect example in Help (2007) Use two textboxes. Lock the one and use the
other to input the full address path. Then, with a cmd button or an exit
event from the second textbox, run the code that combines them.
