The Beta software identified that LOP was present, changed
registry settings etc, however when I reboot, and launch
internet explorer, the tool bar is hijacked and bypasses
the "block" setting.

Any suggestions?

Yes, scan in safe mode, and on the scan page, select Scan Options > Full
System Scan. Also, before you go into Safe Mode, disable System restore.
Scan at least two times too.
