Loopback policy

I wonder if anyone can help me with this, I have a W2K
Terminal Server and have applied a GPO to all the users
accessing this server, it is deliberately very restrictive
as they will be accessing only one application so I've
disabled just about everthing. My issue is that I want
certain users within that OU to be able to log on
elsewhere and the resrictive GPO is not applied, the
solution seems to be pointing at the loopback policy but I
can't seem to make sense of how to implement this. I
would appreciate any advice on this matter, thanks in
advance.
 
Create another GPO under the restricted GPO and make sure
the new GPO is blocking inheritance. Then add the users
who you want to be able to logon else where in this GPO
