Looking for suggestions for upgrading IBM desktops.

Hello, we have two IBM pc's, one is:

ThinkCentre S50 8183-USU (Pizza box)

The other is:

IBM 8314-51U tower

Both are PCI 2.2

My 8314 has it's AGP slot diabled, and I suspect it may be the
same on the other one. Mine has a Intel 82845G on board,
the other a similar Intel chipset. They are both starting to bog
down a bit on some graphic apps like VLC. Hoping that maybe
putting in an external card might be able to improve things,
any ideas?

Not likely to help at all. That's a Pentium 4 processor, and that's
Windows XP running on that thing. Windows XP has no support for anything
above DirectX 9, which means that you won't get support for GPU-based
acceleration.

You might be better off with changing the OS to Linux, and hopefully the
lower memory footprint will help with video performance, just with lower
system overhead.
