I am looking for a utility where I can designate a particular window to
stay on top. If there is one could you please direct me to a download?

My personal favorite is PowerMenu. You can get it from

To designate a window as "Always on Top", simply click the system menu
for that window (upper-left icon) and select "Always On Top". If you
have Windows 2000 or XP, you can also use PowerMenu to make windows
transparent, and you can modify the priority of the window.
