I am looking for a simple program that has a hierarchy format similar to
a newsgroup reader. This is not for newsgroups, just as a database. I
would like one that would allow me to expand and collapse the tree.

Since you asked for a (relatively) simple program: Treepad
(www.treepad.com, free version). It does what you ask very well, is
fast, has a good and uncluttered interface and has a very effective
and fast search feature. I use it a lot, it's a great program.

KeyNote is somewhat more complex and has a lot of features you may
never need.
