Looking for freeware to edit ,jpg files

Using my Mac at home, I can use Apple's Preview to make simple edits
to any .jpg document like a photo, a map copied from Google, etc. By
simple, I mean add boxes with text, red arrows, red ovals, and red
rectangles.

Do any of you WindowXP users know of any freeware program that will
allow someone to do simple editing like this to .jpg files in Windows?

I suggested to my Windows-using colleagues at work, where there are no
Macs, that there must be a program like this for Windows machines, but
no one knew of one.

Paint will edit .jpg files.

Slightly OT: Every time you edit and save a .jpg, you suffer lossy
effects so what I do, when I scan an image, I save it as a .bmp. I then
edit the file, etc., and save it, then save it again as a .jpg. If/when
I need to edit it again, I go to the .bmp version to do my editing.

In order of complexity (and feature robustness):

Paint
Irfanview
Paint.NET
Gimp

All free (or included in Windows).

I use Adobe Photoshop for serious stuff but for simple edits as you are
referring to, I always go back to good old Windows Paint.
