I want to let some of my developers view captured packet data, without the
ability to capture traffic themselves. Anyone know of a viewer only
application?

Meaning?
All softwares that capture data obviously generate
traffic. Packets done reach the software magically. When a
packet is captured, software makes a copy of the captured
packets and keeps them with itself. The original packets
remain as it is.
I have been using www.ethereal.com for capturing packets.
It supports 100s of protocols. You will need winpcap
installed to use this software. All info is available on
the website.

He means he wants a simple "reader" that can read capture files produced by
tools such as Ethereal, so they can read the captures without need to
install the "sniffer" itself on the machine. I don't personally know of
any, but I would be curious myself of some kind of "reader" that could read
the *.cap file from both Ethereal and Netmon.

Thanx, Phillip, that's exactly what I am looking for!

Try out Ethereal, which is a full fledged sniffer. But you can print the captures to a text file format.
