Looking for a Time Clock Program

I am looking for a Time Clock program to track volunteer hours for a
non-profit, like the ones used for tracking employee hours. Freeware
need due to limited budget.

Any help would be greatly appreciated.

Some features are:

_Automatic Clocking in and out sequencing.
_Employee tips can be collected as an option when employees clock out, this
will help the restaurant managers dealing with the IRS.
_Translations of common messages to employees in their local language.
_Optional rounding to the nearest quarter.
_Optional lookup in to the "Scheduling Employees 2000" (Sew.mdb) database
for employee ID, names, schedules etc.
_Optional early clock-in and late clock-out warnings.
_A report prints the total hours "On the clock" and tip totals between two
dates.
_Records can be edited and pictures reviewed.
_Pictures can be stored for a number of days that can be set under
"Options".
_A password function can control access to the program and exit from the
Clock screen..
_No pointing device (Mouse) needed to clock in or out.
_Print preview before printing reports.
_If you wish to use the photo feature you will need a VideoCam.
